This resource is intended to outline the steps to complete the General Supervision System Grant (GSSG) Application activity in Catamaran.

The GSSG Application is due to the Michigan Department of Education (MDE) by August 1, 2023.

Note: The GSSG Application will only appear on the ISD Director’s Tasks Overview. It is the responsibility of the ISD Director to submit the application to MDE. ISD personnel in either the ISD Monitor or ISD Business Official role in Catamaran will only be allowed to edit forms at the discretion of the ISD Director.

Access the Activity

  1. Log in to Catamaran.
  2. Access the GSSG Application in one of the two following ways:
  • On the Dashboard, scroll down to the Tasks Overview section. Use the filters, as needed to narrow tasks, and select the link in the Activity column to open the activity.
  • On the Dashboard, choose the Search link in the upper right-hand corner of the page. Using the search function, select Monitoring. Filter the search results by selecting General Supervision to access the 2023-24 GSSG Activity.

Review Resources

Before completing the application, the ISD may wish to review the application form in Catamaran along with additional resources such as Timelines and Allowable Cost documents available on the Catamaran Technical Assistance Website.

Additionally, the ISD may also visit NexSys to access other GSSG fiscal-related materials, such as budget details.

Note: ISDs may need to link an existing Michigan Education Information System (MEIS) account to a third-party MILogin account, and then request access to NexSys. To do this, see the Creating Your MILogin Third Party Account guide.

Complete GSSG Application

  1. On the General Supervision System Grant Menu, select the GSSG Application Form link under the Application heading.
  1. Complete the 2023-24 GSSG Application Form and choose Save or Save/Next to progress to the next section of the form.
Note: To navigate back and forth between sections, use the navigation menu on the left.
  1. Complete each section of the application. Each application is organized into the following sections:
  • Getting Started
  • Components of General Supervision
  • General Supervision Activities and Timelines
  • Priority Area
  • Fiscal
  1. It is recommended to review all sections prior to submitting to MDE. To complete the review, download a full summary of the application by either,
  • Selecting the Download Full Application Summary button within the form or
  • Selecting the 2023-24 GSSG Application (Download) link from the menu.

Submit the GSSG Application

MDE will review all applications. If any concerns are identified, MDE will return the application to the ISD. ISDs should check the MDE comment box on the application’s Getting Started page for MDE’s comments and additional information. MDE requests that ISDs resubmit any returned applications within one week from the modification request notification date.

  1. Verify that each section of the application has been completed.
  2. Submit the GSSG Application to MDE for review by selecting the Submit to MDE button at the top of the Fiscal page.

Note: If the ISD receives a page error while submitting the application, this means that one or more questions was not completed. Follow the instructions in the page error to complete the question(s) as needed.

The GSSG Application is now completed and submitted! Once MDE accepts the application, the status Applicaiton Accepted by MDE will be displayed in the status history.
If MDE returns the GSSG Application, update the form and then resubmit within one week from modifications request notification date (following steps seven through eight). The status will change to Application Resubmitted to MDE.

Next Steps

Upon submission of the grant by the due date in Catamaran, and an initial review of the submitted budget and current credential(s) recognized by MDE in NexSys, the OSE will release the initial 50 percent of grant funds.

Once the GSSG Application has been reviewed and is at the MDE Accepted stage, the MDE Accepted application summary will be uploaded from Catamaran to NexSys on behalf of the ISD and the OSE will approve the final 50 percent funding.

The ISD should plan to complete all budget-related activities in NexSys.
